The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill the Commission Investigator– CS . The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

POSITION DESCRIPTION

• This position assists the Coordinator in carrying out the mission of the Office of Executive Clemency. The incumbent is heavy relied upon and trusted by the Coordinator to handle highly confidential and sensitive information. Required to maintain a professional demeanor in all communications. Assist the Coordinator in maintaining effective and professional relationships with the leadership and staff in all other sections of the Florida Commission on Offender Review. Performs investigative duties as assigned to ensure all direction from the Clemency Board is implemented.
• Maintains expert knowledge of the Rules of Executive Clemency, Amendment 4 and Florida Statue 98.0751(2)(a), Fla. Stat.
• Determines applicant eligibility for clemency consideration under the Rules of Executive Clemency by analyzing and ensuring the accuracy of existing case information using various criminal justice databases, and through correspondence via fax, email, and telecommunications with local, state, and federal jurisdictions. This includes verifying the payment status of pecuniary penalities and restitution on criminal cases.
• Conducts investigations, solving complex issues arising in all aspects of the clemency process which includes determining whether the individual is currently eligible for clemency consideration pursuant to the Rules of Executive Clemency. Implementing direction received from the Office of the Governor on the Governor's authority to deny applicants for specific crtieria. Performs duties to process the the various Preliminary Review Lists submitted to the Board; ensures clemency determinations are accuratley routed, investigated and final action made in the database; ensures granted cases are identified; monitors and identifies cases to be summarily denied by this office.
• Responds to questions and correspondence from clemency applicants, clemency counsel, applicant’s family members, state attorneys, law enforcement, judges, private attorneys, and victims. Researches historical and current clemency records and communicate information to law enforcement; conducts investigations and prepares gold seal request for dismination to law enforcement, state attroneys and other authorities. Provides monthly statistics on various tasks and assignments conducted and/or completed.
• Maintains a working knowledge and/or certification of various criminal justice data systems and computer programs including Management of Application for Clemency (MAC), Adobe Acrobat Pro, Word, Excel, State of Florida Archives Records System, Florida Crime Information Center/National Crime Information Center (FCIC/NCIC), Corrections Data Center (CDC), Inmate Records Imaging System (IRIS), Comprehensive Case Information System (CCIS), Public Access to Court Electronic Records (PACER), and Driver and Vehicle Information Database (DAVID).

MINIMUM REQUIREMENTS

• A bachelor's degree preferred or a minimum of four years of experience working in clemency experience.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of criminal justice principles and practices, legal terminology, and methods and techniques of reviewing, researching, and summarizing criminal and social data.
• Knowledge of the principles of executive clemency, parole, probation, corrections, and law enforcement work.
• Skill in using a personal computer to compose reports and access information.
• Ability to understand and apply laws, rules, regulations, policies, and procedures.
• Ability to effectively compose written reports and investigations. Ability to communicate effectively, verbally and in writing.
• Ability to maintain effective and cooperative working relationships, to plan, organize and coordinate work assignments.
• Ability to analyze and interpret data.
• Ability to properly handle matters of highly confidential nature.
• Working knowledge and/or certification of various criminal justice systems including the Florida Crime Information Center/National Crime Information Center (FCIC/NCIC), Corrections Data Center (CDC), Inmate Records Imaging System (IRIS), Comprehensive Case Information System (CCIS), Public Access to Court Electronic Records (PACER), and Driver and Vehicle Information Database (DAVID).

Preference may be given to applicants that possess a bachelor’s degree or higher from an accredited college or university.

BACKGROUND SCREENING REQUIREMENT: It is the policy of the Florida Commission on Offender Review that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S. No applicant may begin employment until the background investigation results are received, reviewed, and approved by the Commission. Background investigations shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies. Also, employees are subject to background re-screening at least every five (5) years.”
